COLLEGE AUTHORITY (POLICY)
AN ORDINANCE APPROVING THE CHARTER OF THE LAKOTA HIGHER EDUCATION CENTER
WHEREAS, the Oglala Sioux Tribal Council desires to provide opportunity for higher education on the Pine
Ridge Reservation to promote the health, economic and social welfare of the Oglala Sioux Tribe; and
WHEREAS, for such purpose the Oglala Sioux Tribe desires to establish a public corporation capable of
establishing and operating institutions for the granting of post-secondary degrees, and certificates,
especially the Associate of Arts degree; and of entering into agreements with other public and private
agencies to the end of their offering higher education on the reservation, provided however that all such
agreements shall obligate such public corporation alone, and not the Oglala Sioux Tribe as such; and
WHEREAS, the Oglala Sioux Tribe considers it advisable that the coordination and regulation of higher
education be under a single body;
NOW THEREFORE, BE IT RESOLVED, that the Oglala Sioux Tribal Council does hereby charter and establish a
public corporation to be known as the Lakota Higher Education Center which shall be able to establish and
operate institutions granting post-secondary degrees and certificates, especially that of the Associate of
Arts, and/or enter into agreements with public and private agencies to offer higher education on the
Reservation, and to generally coordinate and regulate all higher education on the Pine Ridge Indian
Reservation, and issues to the Center the Charter attached hereto and incorporate by reference herein,
to the effect immediately, all in accordance with the terms and conditions of the charter, which shall
regulate the affairs of the Center.

CHARTER OF THE LAKOTA HIGHER EDUCATION CENTER
Pursuant to the authority granted by Article IV, section l(o) of the Constitution of the Oglala Sioux Tribe
to charter organizations for economic purposes and also pursuant to its authority under Article IV, section
l(n), to protect the health and welfare of the Tribe, the Oglala Sioux Tribal Council hereby charters a
public Corporation exclusively to provide higher educational programs by bringing to the Reservation
programs from other institutions and/or by establishing and operating institutions on the Pine Ridge
Reservation, granting post-secondary degrees and certificates, especially that of the Associate of Arts
degree,
ARTICLE I, NAME, ETC.
(a) The name of the corporation is the Oglala Lakota College (hereinafter referred to as the "Corporation").

(b) The existence of the Corporation will be perpetual.
(c) The principal office of the Corporation will be located at Piya Wiconi near Kyle, South Dakota, Pine
